- Context — A governed synthetic participant signs in through WSI/CES IAM and reaches their own authorized PCI Acting Subject context.
- Need/Offer — They declare a synthetic Need ("weekly grocery transport") or Offer in one permitted category.
- Connect — PCI deterministically reviews possible connections among the participant's own authorized Capacities/Resources -- Strong, Possible, or Not compatible, with plain-language reasons. No ranking of people, only of compatibility.
- Act — A named human records a simulated Human Decision, then reviews a proposed/preview-only Fulfilment -- no exchange executes and no CES transaction occurs.
- Outcome — The participant submits a synthetic Outcome with an evidence reference label. The journey is complete only once the Outcome is confirmed or corrected.
