This application implements the PCI Context Object model adopted in the WSI/CES governance decision package. Governance authority for the Natural/Legal Person crosswalk, Acting-Subject resolution, Effective Context Authorization, MCP boundary, and external-classification mapping rules lives outside this application and is not reproduced here. No autonomous matching, allocation, execution, or third-party MCP integration runs on this page or behind it. Human Decision remains authoritative; Fulfilment is proposal/preview only; Gate 3 remains locked.
